It is not a bug — it is a deliberate design choice from Anthropic. Claude's native Gmail integration uses the Gmail API with the OAuth scope `gmail.compose`, which only allows reading and creating drafts. The wider `gmail.send` scope (which would let Claude send for you) was not requested. Result: every email Claude prepares lands in your Drafts folder. You still have to open Gmail and hit Send.
